the electorate does vote in UK elections.

Whatever else can be levelled at New Labour, they were the party
that got the most votes from a *majority* of the electorate.
It's true that in 2001 less than 50% of the population voted, but
of course that includes those who couldn't vote. Even then, you
only need to go back to 1997 to find the number of votes cast
exceeding 50% of the population.
